World Cup must get out of the 'ghetto'

The 2015 World Cup must be held outside a Rugby Union stronghold if the sport is serious about becoming a truly global game and breaking out of its current "ghetto", according to the contents of a new report.

The International Rugby Board (IRB) council, at its recent special meeting in Hong Kong, reaffirmed its commitment to the global trial of the Experimental Law Variations (ELVs) that will commence on August 1 and called for an early review of the trials in the first quarter of 2009.
