NZRU boss Steve Tew is wary of increasing the powers of the TMO.
Two trials of the television match official's duties are due to be reviewed this week, with slight adjustments likely to be made for Super Rugby next year, but Tew has joined SANZAR CEO Greg Peters in his scepticism of the changes.
The NZRU chief said that any changes would have to be carefully weighed and added that his personal view is that the TMO should be done away with altogether.
