He leads a side that features Welsh halfbacks James Hook and Dwayne Peel.
In the front row Italy's most-capped prop Andrea Lo Cicero will start.
Because of play-off finals in Ireland and England on Saturday, May 25, a handful of players will not be available for the match against England.
"However, we have covered that by inviting 28 players," BaaBaas manager Derek Quinnell said.
"We are very pleased with the final composition and strength of the squad.
"We also believe there is a healthy balance between proven Test experience and promising young talent who will benefit enormously from the experience."
The Barbarians assembled in London on Wednesday, May 22.
They fly overnight to Hong Kong immediately after the match against England, where their campaign reaches a climax with the fixture against the British and Irish Lions on Saturday, June 1.
