End to uncontested scrums?

René Hourquet, the former international referee and current boss of France's referees, has started the ball rolling to end the practice of uncontested scrums.

At present uncontested scrums, introduced in the interests of player safety, occur when a team is unable to field suitably trained players for specialist positions in the front row of scrums.

Following a congress of French referees in Toulouse which ended on Friday, Hourquet has written to the IRB, stating France's intention to so change the law that a team unable to provide adequately trained players for the front row then be obliged to continue the match with 14 players.
