England Rugby Limited's board examined the books of Northampton Saints and confirmed that they were fit for promotion to the Premiership.
This happened at a meeting on Tuesday which discussed the independent auditors' report on Northampton Saints.
It was unanimously agreed at the board meeting that Saints had met the criteria for membership of the Guinness Premiership and will therefore compete in English domestic rugby's top division next season.
As a result, Leeds's relegation to National Division One was confirmed.
Northampton's promotion means they've returned to the Premiership at the first time of asking after finishing bottom of the table and in the lone relegation place at the end of the 2006/07 season.
