23-year-old Earle, who was named in England’s 2018 Six Nations squad, played for the national side in May’s non-capped game against the Barbarians at Twickenham.
Earle scored the game’s first try and toured Argentina with the squad.
Harlequins Director of Rugby John Kingston commented on the England wing's signing: "I’m delighted to have Nathan join us at The Stoop next season.
"Nathan has a number of attacking and defensive weapons at his disposal, but the most potent of which is his blistering pace. I have been particularly impressed with his strong desire to reach the very top of the game and have no doubt that he will add immensely to the environment we are building at Harlequins.
"His signing shows the journey we are on as a squad and as a club. It’s a very exciting time for us all in Twickenham,"
Earle revealed that he is happy to move from his childhood club and is eager to develop further at the Harlequins.
"I’m really happy to announce that I will be joining Harlequins next season," said Earle.
"The opportunity to develop my game under the guidance of John Kingston, Nick Evans and the rest of the coaching team is extremely exciting. The talent coming through at Harlequins as well as the established internationals makes for exciting times and that I hope I can help the Club to challenge in all competitions.
"The atmosphere at The Stoop has always been one of the best in the Premiership, so to play in front of them on a regular basis will be a huge honour.
"I would like to thank Saracens, specifically the players and coaching staff, for helping create so many great memories throughout my nine years at the club. Further, I would like to thank the fans for their continued support. They have made the decision to move extremely difficult.
"I am now looking forward to finishing the season off strongly and teaming up with Harlequins at the start of next season,"
